Conducting a Phase I Environmental Site Assessment is the best initial step because former coal manufacturing and mining sites may contain contamination. In LEED, redevelopment of contaminated or potentially contaminated sites supports brownfield redevelopment and helps protect undeveloped land, but the project team must first understand environmental risks. A Phase I Environmental Site Assessment reviews historical uses, records, site observations, and potential recognized environmental conditions. If contamination is suspected, additional investigation such as a Phase II assessment may be needed. A site ecology survey may be useful later, but contamination risk is the critical first concern for a former industrial site. Historic-use research is usually part of the Phase I process. Starting construction immediately is unsafe and inconsistent with responsible site development.

Quality views to the outdoors belong to the Indoor Environmental Quality category because they support occupant comfort, well-being, visual connection, and satisfaction inside the building. LEED EQ strategies focus on the conditions experienced by occupants, including indoor air quality, daylight, views, acoustics, thermal comfort, lighting quality, and low-emitting materials. Views can reduce stress, improve connection to the outdoors, and support productivity when regularly occupied spaces are designed appropriately. Energy and Atmosphere addresses energy performance and building systems. Sustainable Sites addresses site design, habitat, rainwater, heat island reduction, and light pollution. Location and Transportation addresses site location, density, transit, parking, and vehicle impacts. Because quality views primarily affect occupant experience indoors, the correct category is Indoor Environmental Quality.
