Canadian occupational health and safety systems commonly identify three fundamental worker rights: the right to know about hazards (information, instruction, training) (D), the right to participate in workplace health and safety (e.g., through reporting, representatives, and committees) (C), and the right to refuse unsafe work in defined circumstances without reprisal (A). The right to sue an employer for workplace injuries is generally not a fundamental OHS right and is often limited by workers’ compensation regimes, which typically provide no-fault benefits in exchange for restricting lawsuits against employers for most workplace injuries. While legal avenues may exist in exceptional circumstances (e.g., third-party liability), suing the employer is not part of the core OH&S rights framework emphasized in NPPE materials. Therefore, B is the right that is not considered one of the fundamental OH&S rights.

Provincial/territorial regulators administer professional legislation by setting and enforcing registration requirements, regulating practice and title use, and maintaining systems for ethics, discipline, and competence assurance. This includes oversight of authentication tools such as seals/stamps and, where applicable, firm permits and permit numbers (A). Regulators also establish governance structures—council/board and committees—and define procedures and operations within the authority granted by statute and bylaws (C). They set membership categories and requirements (licensure, members-in-training, limited licences, etc.) and specify academic, experience, examination, and continuing competence expectations (D). However, regulators do not provide formal academic training; that is the role of educational institutions (universities/colleges) and training providers. Regulators may accredit/recognize programs or set academic criteria, but they do not deliver degree education themselves. Therefore, B is the function that is not part of regulators’ roles.

Regulators have authority over those who are registered/licensed under the applicable provincial/territorial statute: licensed professionals, members-in-training (where the jurisdiction registers EIT/GIT equivalents), and often non-practising/retired registrants who maintain membership status. These registrants are typically subject to codes of ethics, practice restrictions, and discipline processes even if they are not actively practising, particularly regarding title use, misrepresentation, and conduct that could bring the profession into disrepute (A, B, C). In contrast, postgraduate students are not necessarily registrants of the regulator simply by virtue of studying engineering or geoscience. Unless they hold registration (e.g., as a member-in-training or as a licensee), they are generally governed by university policies and general law rather than the professional regulator’s code of ethics and disciplinary authority. Therefore, D is the group not necessarily bound by the local regulator.

The expectation that would be outside of the primary expectations of a new licensee's professional responsibilities is ensuring that the project members bond together as a team (Option C). While teamwork is important, the primary professional responsibilities of a new licensed professional involve technical competence and execution of tasks related to their expertise, rather than team dynamics or interpersonal relationships.
