According to Section 7.2.3:

“Quantitative RBI uses logic models depicting combinations of events that could result in severe accidents and physical models depicting the progression of accidents… Hence more detailed information and data are needed for a fully quantitative RBI in order to provide input for the models.”

The need for detailed data in quantitative analysis is primarily to enable the use of logic and physical models in assessing risk.

API 580, Section 12.4 states:

“Depending on factors such as the remaining life of the equipment and type of damage mechanism, risk management through inspection may have little or no effect.”

Examples include:

Instantaneous failures

Equipment at end of life

Damage mechanisms not detectable through inspection

API 580, Section 5.6.4 outlines situations where “inspection may not be sufficient to manage risks,” stating:

“Examples where inspection may not be sufficient… are: a) equipment nearing end of service life.”

In such scenarios, additional mitigation such as equipment replacement or redesign is often necessary to reduce risk to acceptable levels.

Per Section 13.3 of API 580:

“A Fitness-For-Service (FFS) assessment (e.g., API 579-1/ASME FFS-1) may be performed to determine what size flaws, if found in future inspections, would require repair or equipment replacement.”

This makes Fitness-For-Service the correct method for evaluating whether existing or predicted flaws are tolerable or require corrective action.
