A business glossary aims to standardize data definitions and improve data usage, not to define organizational structures or software. The DAMA-DMBOK states: “The objectives of a business glossary include providing standard definitions for data and metadata, maximizing searchability, linking physical assets to business concepts, and reducing misuse due to inconsistent definitions” (DMBOK2, Chapter 11: Metadata Management, p. 445). The Data Governance Council (DGC) should be led by a senior role focused on data, such as the Chief Data Steward or Chief Data Officer, to ensure alignment with data strategy. The DAMA-DMBOK states: “The DGC is typically chaired by a Chief Data Officer or Chief Data Steward, who has the authority and expertise to lead data governance initiatives” (DMBOK2, Chapter 3: Data Governance, p. 115).

Other options are less suitable: CIO/CTO (B) focus on IT, rotating chairs (C) lack consistency, architects/modelers (D) are technical, and any executive (E) lacks specificity.
